CONTRACT SPECIALIST (Title 32)

Summary:
The primary purpose of this position is to provide sound business advice in the execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to:
Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Procures a wide variety of services, commodities, and/or construction. Executes post-award contract performance management actions on assigned contracts. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances and determines the sources to be solicited. Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided:
The education requirements listed above apply to individuals who initially entered -or- will enter the Dual Status Technician Program, GS-1102 positions, on/or after October 1, 2000. Current dual status technician personnel, who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement. The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce. Education and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS-1102 career field. Initial hire applicants must complete the certification requirements for their positions within 24 months of appointment. Current on-board GS-1102 technician employees must complete the certification requirement for their positions within 24 months of appointment. Those current on-board GS-1102 technician employees, who have not completed the training and certification requirements for their current positions, are NOT considered as qualified candidates for promotion consideration to fill vacant contracting positions using Merit Principles. MANDATORY EDUCATION REQUIREMENTS:
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees; AND At least 24 Semester Hours in any combination/restricted to the following studies:
Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management. GENERAL
Experience:
An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. Each applicant must have the education requirements and validated certifications to qualify for each GS-1102-Grade position. SPECIALIZED
Experience:

GS-07 REQUIRES 12 MONTHS:
Experience demonstrating an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. Experience that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. GS-09 REQUIRES 12 MONTHS:
Must possess an awarded Level I Contracting certification. Experience demonstrating functional contracting competencies that provided knowledge of contracting principles and procedures to include the following business:
Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program. GS-11 REQUIRES 12 MONTHS:
Must possess an awarded Level II Contracting certification. Experience demonstrating broadening contracting competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks:
Procurement in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio-Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program. KNOWLEDGE, SKILLS AND ABILITIES:
Skill in collecting and analyzing contracting data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Skill in applying procedures and directives by reading and interpreting program material. Knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized services, commodities and/or construction using a wide range of contracting methods and contract types. Knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. Knowledge of up-to-date market research procedures. Knowledge of a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions. Knowledge of negotiation techniques and technical requirements sufficient to procure complex and/or diversified services, commodities, and/or construction. Knowledge of contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions. Knowledge of contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors. Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions. This is an Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level I (GS-07), Level II (GS-09), Level III (GS-11) in Acquisition career field Contracting within 24 months of entrance on duty. SPECIAL REQUIREMENTS:
This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. STATEMENT OF DIFFERENCE:
Individual selected at a lower level will be issued a Statement of Difference. Predicated upon qualifications, individual could be hired at the GS-11 grade. An individual selected for this position at the lower grade will progressively be advanced to GS-11 upon achievement of required qualifications without further competition.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
